O CRAI-RIO conta com dormitórios emergenciais para os imigrantes – Beth Santos/Prefeitura do Rio

A Prefeitura do Rio inaugurou, neste sábado (7/1), o Centro de Referência e Atendimento para Imigrantes (CRAI–RIO). O espaço, localizado no prédio do Mercado Popular Leonel de Moura Brizola, na Gamboa, será destinado ao apoio a imigrantes, refugiados e apátridas recém-chegados ao Rio de Janeiro, com a oferta de ações de assistência social, educação e desenvolvimento econômico. O CRAI-RIO é uma parceria da Secretaria especial de Cidadania com o CORE Response e tem o apoio da Organização Internacional para as Migrações (OIM) e do Alto Comissário das Nações Unidas para Refugiados (ACNUR).

– Temos que celebrar muito este momento, tivemos um episódio muito triste no ano passado que chamou muito a nossa atenção nessa questão da migração. Estamos fazendo esse esforço agora, com a participação de diversas organizações da sociedade civil, organismo ligado às Nações Unidas e governos estrangeiros, criando este espaço. Esse é um trabalho fantástico da Secretaria Especial de Cidadania e tenho a certeza de que este centro passa a ser um local em que receberemos quem precisa de acolhimento. O Rio sempre foi uma cidade da diversidade, que recebe bem os seus visitantes e quem escolheu morar aqui. Receber essas pessoas é um ganho para a cidade, para a economia, cultura. Temos de abrir nosso coração para quem passa por uma situação difícil ao se deslocar de seus países e procuram o Brasil e, especialmente, o Rio de Janeiro – afirmou o prefeito Eduardo Paes.

O local vai oferecer assistência jurídica para processos de regularização migratória e obtenção de documentação. Também haverá assistência social para reduzir a vulnerabilidade e incentivar a integração social, por meio de aulas de português. O espaço também vai acolher migrantes, refugiados e apátridas em situação de extrema vulnerabilidade, com o oferecimento de dormitórios emergenciais.

Aulas de inclusão digital serão ministradas com o objetivo de promover a integração econômica dessa população. A OIM será parceira na elaboração destes cursos, que vão oferecer conhecimentos de internet, excel e word básicos para que os migrantes tenham a oportunidade de fazer currículos no modelo brasileiro.

– Vindo de muitas partes do mundo, há muito tempo os estrangeiros chegam a nossa cidade, trazendo sua cultura e deixando descendentes. Defender o direito dessas pessoas deve ser um compromisso de todos nós. Afinal, estamos falando de quem saiu do seu país por decisão própria, ou de refugiados, que deixaram sua terra natal porque corria risco de ser vítima de conflitos armados, violência generalizada, violação maciça dos direitos humanos ou perseguição por questões ligadas a raça, religião, opinião política, nacionalidade ou por participar de grupos sociais. Que esse CRAI seja um espaço de apoio para todas essas pessoas – declarou o secretário de Cidadania, Renato Moura, que também agradeceu a participação das entidades na criação do centro de atendimento aos imigrantes.

O CORE Response (Community Organized Relief Effort), uma organização de ação humanitária que executa ações emergenciais de curto prazo, é o responsável por implementar o CRAI-RIO. O local inicia seu funcionamento ao público na segunda-feira (9/1). Após seis meses, a Prefeitura do Rio assume integralmente o projeto e a gestão do espaço.

– O CORE trabalha há 12 anos para fortalecer o papel de comunidades locais por conta dos problemas gerados pela imigração, atuando desde a fronteira do México com os Estados Unidos, passando pela Ucrânia e agora chegando ao Brasil. O objetivo do CORE é ajudar quem enfrenta situação de abandono e não tem onde estar, acolhendo-os e dando dignidade de vida e desenvolvimento e bem-estar econômico. Estamos muito orgulhosos de fazer isso no Brasil. Começamos nosso trabalho aqui em 2021, apoiando as ações contra a Covid-19, ajudando nas enchentes no Nordeste e agora com este centro, que esperamos que seja uma referência na cidade para empoderar os migrantes, que seja um espaço de encontro para eles – disse a líder global sênior em planejamento de preparação para emergências e operações humanitárias do Instituto CORE, Debbie Santalesa.

A OIM apoia a Prefeitura do Rio na identificação de aspectos da governança migratória que constituem boas práticas e outros com potencial de desenvolvimento, assim como no fortalecimento de capacidades de atores locais. Em 2022, a organização forneceu capacitações para gestores e profissionais de ponta das áreas de saúde, trabalho, documentação, assistência social e do próprio CRAI.

– O Rio de Janeiro é uma cidade que tem vocação de atender e acolher todos os povos sejam eles migrantes internacionais ou internos. Este centro vai trazer proteção, informação e serviços. A migração, quando é ordenada e protegida, torna-se um indutor de desenvolvimento de uma cidade porque traz novas culturas, linguagens e potencial de trabalho imenso. Um equipamento como esse vai possibilitar a inclusão e articulação entre os povos – declarou a assessora especial do chefe de missão da OIM, Socorro Tabosa.

A chefe do escritório da ACNUR São Paulo, Maria Beatriz Nogueira, destacou o empenho da cidade do Rio em relação ao acolhimento dos migrantes e refugiados.

– Essa era uma demanda de muito tempo. Faz menos de um ano que tivemos uma reunião e o prefeito Eduardo Paes afirmou que iria construir os pilares fundamentais dessa rede de proteção. E agora nós temos, em menos de um ano, um comitê participativo funcionando com a sociedade civil e organismos internacionais, temos uma política municipal e um equipamento de referência aberto para todos. E, em breve, teremos uma conferência municipal. E aí teremos, no Rio de Janeiro, o pacote completo institucionalizado de proteção a migrantes e refugiados – ressaltou Maria Beatriz Nogueira.
