Os dois melhores de cada quadrangular são alçados à série C, e os campeões de cada quadrangular, disputarão a final, para conhecermos o campeão da série C de 2021.
Os quadrangulares se dividem da seguinte maneira:
- Quadrangular 1: 1º lugar do grupo A; 2º lugar do grupo B; 3º lugar do grupo A; 4º lugar do grupo B
- Quadrangular 2: 1º lugar do grupo B; 2º lugar do grupo A; 3º lugar do grupo B; 4º lugar do grupo A
Neste formato, o único mata-mata a ser disputado é o da final, uma vez que as vagas para a Série B saem do quadrangular, que funciona como uma fase de grupos.
